Consider the analogous scenario of a fire drill in a Manhattan skyscraper, in which a thousand workers who would rarely ever cross paths congregate in the streets. Such a crowd gathering in a public space is an experience of heterogeneity. The people don't know each other and have no productive reason to be out in the street together; they're joined only by the sound of an alarm bell.
Similarly, inside a data center, data are connected only paratactically to each other, porn next to military documents next to banking records next to your e-mail. In that model of physical proximity, we might see an alternate map of community.
